Dr. Lim has been a pioneering force in shaping the Philippines鈥� digital economy鈥攁dvancing national initiatives on artificial intelligence, blockchain, cybersecurity, and ethical digital governance. Over the past two decades, he has distinguished himself through leadership roles across corporate management, entrepreneurship, national advocacy, education, and military service.

He is the Founding听President of the听Blockchain Council of the Philippines, the听Cybersecurity Council of the Philippines, and the听Global AI Council Philippines, organizations that bring together government, industry, and academe to champion responsible innovation and digital trust. His work has helped position the Philippines as an emerging hub for technology adoption, digital governance, and future-ready leadership.

A respected educator and author, Dr. Lim has taught at leading universities and written several books鈥�Cybersecurity Unmasked,听Blockchain Unlocked, and the upcoming听AI Unleashed鈥攚hich underscore his long-standing commitment to building a digitally empowered and ethically anchored nation.

He also serves in the听Philippine Air Force Reserve Command听as a Group Commander with the rank of Lieutenant Colonel. We, in the Management Association of the Philippines (MAP), would like to laud and thank the Senate for ratifying the听Regional Comprehensive Economic Partnership (RCEP) Agreement.

As we stressed in our earlier statement, RCEP will certainly provide the country鈥檚 producers of various exportable products with easier access to the markets of other RCEP countries.听 RCEP will help MSMEs expand market access, especially with more liberal rules of origin on traded products to qualify for trade concessions. It will also provide broader and cheaper alternative sources of inputs, and reduce costs of doing business through improved trade facilitation, especially customs and trade clearance procedures.

The ratification will enable the Philippines to compete听on equal footing听with our ASEAN and Asian partners听already in RCEP听in attracting foreign investments as they capitalize on the shift by a number of multinational corporations (MNCs) to seek alternative locations for their manufacturing sites.

RCEP promises to be the most important and largest economic grouping in the world. Thanks to the Senate for getting the Philippines on board to take advantage of the wealth of opportunities that RCEP offers to Filipinos in terms of expanded jobs, increased incomes, and better lives.
